The best and most efficient way to learn is with a private tutor. If that will not work for you, this is an extremely good way to learn online. You will just need the textbook. The course itself is free. http://www.ravendays.org/latin/lists/listindex.html
Sleep to a teaching recording.
Seriously. Worked for me and Spanish.
Many nights, though.
"Wheelock’s Latin" is very good, and in the vocabulary list for each chapter, he gives English words that derive from each applicable Latin word. Two free online study groups have just started: One is covering one chapter a week (a very fast pace), and the other covers a chapter every TWO weeks. (EDIT)

(Yes, I’m a member of the list, one of about 1,000, but I have no vested interest in it. It’s the cheapest way to learn Latin!)
When you get to about chapter 9 or so, I suggest that you pick up a used (cheap) copy of "Ecce Romani I" and just read it. You’ll pick up a *lot* of vocabulary. (ER uses a different method for which most people would need a teacher, but after a few chapters of Wheelock, that won’t be a problem.)
Best of luck to you!
Take courses and just study hard! Good luck, you will need it as Latin is not easy, but I wish you all the best.
Speaking is the route into any language, latin is no different.
Although you will need a good textbook, and will find it helpful to do written exercises, getting to listen to as much Latin as possible is the best possible way.
You can download lessons in spoken Latin from http://latinum.mypodcast.com
Look for the Adler lessons, and begin with lesson 1. Download them to your mp3 player, and listen to Latin as much as you can. try to speak it, and have a go at answering the questions aloud in the final section of each lesson.
