When I first started to learn Latin I tried a few books that I purchased off of the shelves of major book stores in my area to no avail. They all sucked at explaining grammar rules and providing useful vocabulary.

The first Latin course I took, however, was much more successful. The textbook I used was Wheelock's Latin (http://wheelockslatin.com/), which not only explained everything fully, but also set all the lessons up in a way which was easy to understand and build upon. The book also comes with practice questions at the back and a number of supplementary Latin texts for you to work through. It also bases examples and practice questions from actual Latin texts, which I found more interesting than made up simple sentences.

This being said, I think that if you really want to learn Latin, the best method combines textbooks and instruction from an actual teacher. You might check to see if any local schools are offering any intro courses to Latin.
