An educated japanese person will be able to recognise latin letters and maybe write them as well as more and more people are learning english in Japan. The english language is used a lot more in Japan that we used the japanese language in australia. I suppose in Korea and China it would be much the same but im not sure about countries in the middle east or wherever else
in israel almost every adult can read/write latin letters, even tho our language does not use them.
I’m assuming that you are referring to the letters used in English, Spanish, etc…. which means that they are ARABIC letters. And since most trade and communications are routed through countries that only use Arabic lettering, then yes, I imagine that they are taught to at least recognize them and most English words. A lot of trade and tourist countries have to learn English and other neighboring languages.
Japanese people write their language in three forms, Kanji, Hiragana and Katakana. They are all used in any writings. They also write them in Romaji (the forth form) using alphabets, when necessary, like to people who cannot read Japanese. I’d say 99% can write Romaji.
