		<description>Both are right. Everyone in Latin America speaks a Latin-based language. At the same time, all of these languages are based in europe, so the definition of Latino extends to French, Italians, Spaniards and Portuguese as well. 

Essentially, anybody who speaks a Romance language as a first language or mother tongue and lives in a country that is heavily influenced by the culture of the former Roman Empire (former colonies of france, spain, portugal, etc) is a latino.</description>
